Today, one of the problems experienced in the Turkish Insurance Sector is the fact that the facilities with a high level of fire risk want to have an insurance policy without reducing these risks by taking the correct measures due to the lack of fire and safety measures to be taken according to the regulations, and the insurance companies do not want to give a guarantee before the measures to be taken are fulfilled.

Unfortunately, recent fire damages resulting in extensive damage have shown that the insurance of facilities with a high risk level is not a solution. Because even if these enterprises can compensate for all of their material damages after the fires they have experienced, the damage that is not easy to predict at first such as the loss of the market, loss of critical personnel due to psychological effects, material damages arising from the cancellation of prospective agreements, loss of brand value, and loss of supply power may occur, as long as the facility buildings and the machinery, installations and critical equipment in them cannot be used as a result of the fire.

One of the most important difficulties in overcoming these problems is the lack of insurance awareness in our country. Unfortunately, we can say that almost no effort has been made in terms of being aware of or managing a risk in our society before a risk occurs, in other words, an event that results in harm. The simplest example of this is the quite high increase in demand for earthquake insurance after the 1999 Izmit Earthquake. The same applies in terms of fire risk. Those who do not consider insurance before the previous factory is completely burned or who do not take any fire precautions, start to pay great attention to insurance and fire precautions after the damages they encounter.

Another difficulty experienced in the insurance sector is the mistake of considering that risk management consists only of transferring risk, that is, insurance. In other words, the insurance policy is perceived as a fire measure such as a portable fire extinguisher, fire cabinet or sprinkler system. Destroying this idea is one of the most challenging issues for the insurance companies.
