When the causes of fatal fires that occur in educational buildings are examined, certain extraordinary practices are encountered during the operation that proportionally prevent the possible design and application errors made during the project.

Keeping the emergency exit doors locked for security concerns is among the major mistakes.

Keeping the emergency exit doors locked for security concerns is among the major mistakes. In any case, these doors should be kept in the open position in the direction of escape without need for any additional equipment. Justified security concerns are required to be addressed by using electronic security equipment or physical security measures.

As in all other buildings, all processes from the phase of identifying the needs of the educational facilities until the handover to the enterprise must be conducted in accordance with the "Regulation on the Protection of Buildings from Fire-2015" which is applicable in our country.

Many large and small institutions fall into the scope of the definition of educational facility in the regulation.

In the section ‘classes of use of the buildings’ in the regulation, educational facilities are defined as follows:

‘‘These are the places where education and training activities are conducted. Educational buildings cover the buildings or parts of the buildings used for educational purposes by six or more people for 4 hours or more per day or more than 12 hours per week, including primary education, secondary education institutions and higher education institutions. Kindergartens, nurseries, children's clubs, special education institutions, primary schools, secondary education institutions, private teaching institutions, libraries, orphanages, regional boarding schools, higher education institutions and similar places fall into the scope of this class.’’

Many large and small facilities fall into the scope of this definition.

Besides, it should be taken into consideration that educational facilities will be assessed within this scope under the following conditions as a minimum.

  • Structures between two and four floors with a floor plan of more than 400 sqm for the installation of a detection and warning system,
  • Structures with a building height of more than 21.5 m or a total indoor area of more than 5000 sqm for the installation of an automatic detection system.
