Requirements of Regulation

The necessity of informing the residents of all parts of a building about fire or similar emergencies is defined in Article 81 under the title of Fire Detection and Warning Systems in the fifth part of the Regulation on Protection of Buildings from Fire in force.

 

In addition, the exceptions for the use of sound and light warning devices are specified.

  • It is not compulsory to use light warning devices in the areas where there is no possibility of hearing impaired persons.
  • Only light warning devices are allowed to be used if required for the buildings for health purposes.

Requirements for Audible Warning Devices

When calculating the sound according to the audible warning device to be selected, the minimum requirements specified in the same article should be taken into account.

The sound level of the audible warning devices must be above 15db of the average ambient sound level at a height of 1.5m throughout the building. In the sleeping sections and bathrooms and showers, the sound level should be at least 75db. In addition, the audible warning devices must be capable of obtaining at least 75db and at most 120db sound level at a distance of 3m.

Buildings Where Installation of Public Address System is Mandatory

In the regulation, it is obligatory to establish an announcement system in the following structures.

  • In hotels, motels and dormitories with more than 200 beds in the building
  • In public buildings, shopping malls, supermarkets, industrial facilities and similar buildings with a building construction area greater than 5000m2 or with a total number of users exceeding 1000,
  • In all buildings with building heights exceeding 51.5m.

For the areas installed with an emergency announcement system, it is not necessary to install an additional audible warning system.

Requirements and Types of Light Warning Devices

In accordance with EN54-23, which determines the requirements for the planning design and installation of light warning devices, the manufacturers are obliged to specify the installation heights and coverage areas of their products.

The manufacturers provide coverage area values in meters, which provide 0.4lux or 0.4lm/m2, which is the minimum amount of lighting required for the light warning device.

There are 3 different categories as wall mounted type, ceiling mounted type and outdoor mounted type.

Wall Mounted Type Devices

Wall mounted devices emit light in the form of rectangular prisms. The coverage areas are as follows:

W – x – y,

  • W: wall mounted type
  • x: Maximum mounting height
  • y: the width and length of the square coverage area

The minimum mounting height permitted by EN54-23 is 2.4m.

For example,

for a device defined as W – 3 – 9, it refers to a wall type (defined by W) device that can be mounted at a mounting height of 3m (defined by x) with a minimum height of 2.4m (defined by y) and that will cover a maximum square footage of 9m (defined by y). A device defined in this way can effectively cover a square office area of 9m x 9m = 81m2.

Ceiling Mounted Type Devices

Ceiling mounted type devices provide light emission in the form of cylinders. The coverage areas are as follows:

C – x – y,

  • C: ceiling mounted type
  • x: Maximum mounting height
  • y: diameter of the coverage area

The maximum mounting height defined for ceiling mounting type devices (by the manufacturer) is 3m, 6m or 9m.

For example,

for a device defined as C – 3 – 15, it refers to a ceiling-type device (defined by C) that can be mounted at a mounting height of 3m (defined by x) and cover a maximum circular diameter of 15m (defined by y). The coverage area specified here is specified as circular, but most buildings are square, so the entire square floor area must be adapted to the circular coverage area to cover it.

A device (15/1,414)m x (15/1,414)m defined as above can effectively cover a square office space of 112m2.

Outdoor Type Devices

Since no restrictions on mounting height are specified in the standards for outdoor type devices, the manufacturers can specify specific coverage area and coverage form for specific mounting height according to the product. Outdoor type devices are not compatible with wall mounted and ceiling mounted device classes, but they should have 0.4lux lighting level for the specified distances. The manufacturer's specifications shall include the following:

  • Mounting position (wall or ceiling)
  • Mounting direction (how the device is mounted)
  • Lowest and highest mounting height (c)
  • Form, dimensions (a & b) and direction of coverage area (relative to 0.4lux)
